Are Americans too expensive? Is the rest of the world too cheap? Is ocean shipping too cheap? Is the American market for "things" saturated to where it is almost impossible to sell anything, and it is thus being abandoned by international corporations?
In any event, I think the whole argument about "tax the rich/don't tax the rich" is at best inadequate, and at worst a distraction from a study of what may be deeper problems.
